Parkhurst Road Appeal Decision on Benchmark Land Value

A planning Inspector has upheld the London Borough of Islington’s refusal of planning permission for the redevelopment of the former Territorial Army site on Parkhurst Road due to insufficient affordable housing.

The decision emphasises the importance that the benchmark land value used in the viability assessment should reflect planning policy requirements.

The Inspector also upheld Islington’s contention that an advance stage viability review was required in order to maximise the amount of affordable housing provided.
