Graeme represented the local planning authority at a six-day Inquiry, defending the refusal of planning permission for 200 dwellings on the edge of Rainham. The case involved detailed planning policy, housing land supply, heritage, landscape and highways issues and extensive cross-examination of the relevant experts in each topic, and legal submissions, in particular as to the approach to assessing heritage impact. The appeal was dismissed because of the harm to the setting of nearby listed buildings and a conservation area.
