Call-in appeal into proposed housing scheme to the north of York, the critical issue in the appeal being the unusual question: "is the site in the Green Belt"? The relevant development policies comprises two saved policies from the RSS which serve only to define the general extent of the Green Belt. Separate issues arose as to the landscape and visual impact of the scheme and the extent of the impact on openess and the purposes of including land within the Green Belt.
