Toby Fisher addresses states at the United Nations on the right to life and the duty to investigate

Toby Fisher joined the UN Special Rapporteur for Extrajudicial, Summary or Arbitrary Executions at UN headquarters in New York to address states on the right to life and the duty to investigate in international law. Toby is coordinating the revision of the UN Manual on the Effective Prevention and Investigation of extralegal, arbitrary and summary executions, due for publication in May 2016.
