R (on the application of RS) v Brent LBC [2020] EWCA Civ 1711

Successful appeal against the refusal of the judge in the Administrative Court to make a costs order where a claim had settled. The Court of Appeal restated the importance of the principle that a successful claimant should be entitled to their costs absent some good reason to make a different order, and clarified the approach to determining “success” in the public law context.
