Spurs lose judicial review challenge to High Road West masterplan planning permission

Tottenham Hotspur failed in the judicial review challenge to the grant of planning permission for a major regeneration project in Haringey.

Saini J dismissed their challenge in a judgment dated 18 October 2023.

The claim had originally raised 5 grounds of challenge. Only two of these were granted permission to proceed and both of those failed at the substantive stage.

Saini J decided that Haringey Council had lawfully assessed heritage assets in granting planning permission.

He also decided that the combination of s.106 agreement and planning conditions secured satisfactory arrangements for crowds to access the stadium at all stages of construction. He decided that Haringey had lawfully considered the agent of change principle in deciding to grant planning permission.
