This week, a four-week public inquiry opens into the called-in application for the Northfleet Harbourside mixed-use redevelopment in Gravesham, Kent. The scheme includes up to 3,500 homes, commercial space, a new hotel and a new stadium for Ebbsfleet United Football Club. Three Rule 6 Parties - Kent County Council (as Mineral Planning Authority), the Port of London Authority and Britannia Refined Metals Ltd (a local commercial operator) - object to the scheme on numerous grounds, including minerals wharf safeguarding and the agent of change principle. Gravesham Borough Council supports the application, citing unmet housing need and regeneration benefits.
