This was an inquiry into an appeal by the Money Hill Consortium (comprised of Cogent Land LLP, Bloor Homes and Taylor Wimpey Plc) against the refusal by North West Leicestershire District Council of the Consortium’s application for outline planning permission for the development of 605 dwellings together with associated facilities and infrastructure on a greenfield site at Money Hill, Ashby-de-la-Zouch. The issues include (i) the sustainability of the appeal scheme from a transport perspective (ii) the impact of the development on the local highway network and (iii) affordable housing and viability. The appeal was recovered by the Secretary of State for his own determination. On 15 February 2016 the Secretary of State published his decision allowing the appeal and granting planning permission for the development.
