Development consented opposite Hampton Court Palace

Permission has been granted on appeal for a mixed use development opposite Hampton Court on the controversial Jolly Boatman site and Hampton Court railway station.

The mixed use scheme will deliver 96 residential units, a hotel and Class E development, as well as a new public square and highway improvements. The decision considers the heritage significance of Hampton Court Palace, including the Registered Park and Garden which surrounds it. Elmbridge Borough Council refused permission on grounds including heritage, design and townscape issues.

Granting permission, Inspector David Prentis found that glimpses of the scheme from within the RPG and changes to the setting to the Grade I Palace would not harm its significance and that the net effect of the proposals on the townscape would be positive.

Rupert Warren QC appeared for the developer, Alexpo Limited, instructed by James Owens of Rapleys LLP. He called expert evidence from Mr Owens, Dr Chris Miele of Montagu Evans and Paul Finch.
