Care Home allowed on appeal despite breach of Neighbourhood Plan allocation

Frontier Estates (Kin) Ltd has secured planning permission on appeal for a 50-bed care home in Kingsclere, Hampshire. Inspector Robin Buchanan BA (Hons) MRTPI concluded that the scheme would not comply with the Kingsclere Neighbourhood Plan, which allocates the site for “at least 12 dwellings” but applying the tilted balance (engaged by reason Basingstoke and Deane BC’s lack of a 5 year housing land supply) he concluded that the scheme’s social, economic and environmental benefits justified the grant of permission.
