The webinar will consider the following issues:
The existing legal requirements (including under councils' constitutions) in relation to decisions made in committee and under delegated powers and how councils have been adapting to the social distancing requirements in order to continue making such decisions.
The regulations to be made under section 78 of the Coronavirus Act 2020 to allow for virtual committees. The legal implications of these will be considered having regard to councils’ constitutions.
The practical implications for, and risks of, making decisions during the emergency period including the use of delegated powers.
