Robert Walton represented English Heritage at the long-running call-in inquiry into proposals by North Oxfordshire Consortium in connection with the proposed development of 1000 houses on at the former American Air Base at Upper Heyford, together with the re-use of 45 of the Hardened Aircraft Shelters for B8 purposes all within a Conservation Area.
