2 day inquiry into an appeal by Persimmon Homes against Blackwood District Council’s refusal to grant planning permission of a proposed 300 dwelling development on an unallocated greenfield site on the settlement edge of Blackwood. The main issues concerned the planning policy approach to such a site under Welsh Government national planning policy in circumstances where the local planning authority did not have a 5 year housing land supply. The appeal was recovered by the Welsh Government for determination at national level and a decision is awaited.
