S174 inquiry concerning use of an extensive site for the laying of hardstanding, the erection of fences, earthworks, the stationing of caravans and the storage of vehicles and materials. Appeals were made on ground b, c and d. There was extensive debate about the power of the Inspector to amend the enforcement notice so as to show the alleged breaches accurately.
