Public Inquiry into proposed compulsory purchase and side road orders made by Blackburn with Darwen Council to complete a section of an orbital link road. Graeme Keen promoted the orders on behalf of the Council as Acquiring Authority and advised on negotiations with objectors in the lead up to the Inquiry. The Inquiry involved detailed planning and highways issues and the scheme was controversial because it required the demolition of a listed building (for which consent has been obtained from the Secretary of State) and the exhumation of bodies from a decommissioned graveyard. The CPO and SRO were confirmed by the Secretary of State on 26th February 2013. Since confirmation, Graeme has continued to advise the Authority in connection with the exhumation process.
