Matthew appeared for Save Britain’s Heritage, a charity specialising in heritage matters, as a Rule 6 objector to a 20 storey building development proposed for a rundown part of Norwich’s historic core. Issues included the impact of the scheme on the numerous Grade I, II* and II listed assets within the city and on the meaning of substantial vs less than substantial harm.
