Acting for Stoke Poges Parish Council on a judicial review of the decision by the Secretary of State to grant approval to change an office building in Stoke Poges to a state-funded free school under the new permitted development prior approval procedures. The Inspector recommended refusal on noise grounds but the Secretary of State disagreed. The challenge was on the proper interpretation of noise guidance and the adequacy of reasons.
