Judicial review of decision by Walsall Council to impose charges for services under Part III of National Assistance act 1948 on service user who lacked capacity and had assets of £500k from a personal injury settlement.  Court decided that charges could not be imposed because binding guidance, properly construed, prevented the Council from being able to do so.
