This dealt with the adequacy of reasons on a planning permission. It is part of a succession of decisions (Wall and Tratt) which have defined the Article 22 necessity for reasons. In this case Collins J expressed disagreement with Ling but found that the omission of a policy in reasons amounted to a failure under article 22.
