Home > Cases > Foundation for Human Rights publishes final report on compliance of Sri Lanka’s draft counter terrorism laws with international human rights norms

Together with former UN Special Rapporteur on extrajudicial executions, Prof Christof Heyns, Toby Fisher has completed an independent review of the Policy and Legal Framework for the Counter Terrorism Act of Sri Lanka (‘PLFCTA’). The review concludes that the proposed legislative framework fails to live up to the promise made by the Sri Lankan Government to replace the much criticised Prevention of Terrorism Act with a human rights compliant framework for countering terrorism.

Prof Heyns and Toby Fisher prepared an interim review in April 2017.
