Section 78 appeal granted for greenfield residential development within a strategic gap, an NPPF para 174(a) 'valued landscape' and in the setting of two Grade II* listed buildings. Fareham BC continues to have no Five-year Housing Land Supply, acute affordability issues and a slow-running replacement Local Plan.
