The Department for Business and Trade has announced the appointment of The Rt. Hon. Lord Carnwath as Independent Reviewer for the Horizon Shortfall Scheme Appeals.
The appointment, set out in a written statement to Parliament on 16 December, confirms that Lord Carnwath will act as the final stage of the appeals process for postmasters challenging redress decisions under the Horizon Shortfall Scheme. His role will be to review whether appeals have been assessed in line with the published guidance and principles, and to consider claims of significant error or procedural unfairness.
The Independent Reviewer forms a key part of the government’s commitment to a fair and transparent appeals process, alongside an independent panel of experts who will consider contested cases before any review by Lord Carnwath.
In his new role, Lord Carnwath’s work will reflect principles central to ADR, widely recognised as efficient and effective methods for resolving disputes outside court litigation.
