David Lock KC to Advise on Clinical Negligence Reform as NHS Launches 10-Year Plan for Transparency and Sustainability

The UK Government has today unveiled its Fit for the Future: 10-Year Health Plan for England, setting out a transformative vision for the NHS focused on financial sustainability, productivity, and patient empowerment.

As part of this strategy, Landmark Chambers’ associate member, David Lock KC has been appointed to provide expert legal advice on the rising costs of clinical negligence claims. His insights will inform a forthcoming review by the Department of Health and Social Care (DHSC), aimed at improving the patient experience and reducing the financial burden of litigation on the NHS.

“We have asked David Lock KC to provide expert advice on the rising legal costs of clinical negligence claims, ahead of a review by the Department of Health and Social Care (DHSC) in the autumn,” the Plan states.

This advisory role is part of a broader commitment to financial reform, including a new NHS Productivity Index, modernised supply chains, and the use of AI to streamline operations and reduce overheads.

David Lock KC’s involvement underscores the government’s commitment to ensuring that legal processes around clinical negligence are fair, transparent, and aligned with the broader goals of patient-centred care.
