Crash Wigley gives evidence to the Senedd Cymru’s Local Government and Housing Committee about the Homelessness and Social Housing Allocation (Wales) Bill. The Bill, introduced on 19 May 2025, proposes significant changes to Welsh homelessness law, including the abolition of the concepts of “intentional homelessness” and “priority need”. It also introduces substantial reforms to the law on social housing allocation.
Senedd Cymru committees carry out many functions within the Welsh Parliament (Senedd), including scrutinising the Welsh Government and other public bodies, and reviewing proposed laws. These committees play a vital role in Welsh democracy by holding the government accountable and shaping legislation.
Crash is a member of our public and property law team, with particular expertise in housing and homelessness law in Wales and England and in devolution matters. She acts for tenants, homeless people, local authorities, social and private landlords in all aspects of housing and homelessness law.
More information about the Homelessness and Social Housing Allocation (Wales) Bill is available on the Senedd website.
