Hammersmith Hotel Appeal: Inspector Rejects Planning Obligations

In a recent non-determination appeal decision concerning a hotel development in Hammersmith, the Inspector rejected a series of requests by the Council to secure disputed planning obligations. The central disputes related to whether the Council had justified requests for substantial financial contributions, in principle or in evidence.

The requested contributions related to carbon offsetting, urban greening, public realm, employment skills and local procurement, and various monitoring fees. Further disputes related to the Council's attempt to use planning obligations to control the hotel use.
