Liverpool CC v Secretary of State

Liverpool CC has been operating a city-wide Selective Licensing scheme (Part 3, Housing Act 2004) for around 5 years. It wished to continue the scheme and applied to the Secretary of State for confirmation of the proposed scheme, as required by the Housing Act 2004. The Secretary of State refused to confirm the scheme. Liverpool CC has now issued judicial review proceedings seeking to quash the decision of the Secretary of State.
