Practice Summary

Louise accepts instructions within the full range of Chambers’ core practice areas. She is particularly interested in public, planning, and environmental law matters. She is a member of the Attorney General’s “Junior Junior” Scheme and a member of Advocate’s panel of barristers.

Since commencing practice, Louise has acted for local authorities, NGOs, commercial clients, and private individuals. Recent instructions include:

  • Acting for the London Borough of Southwark as junior counsel to Richard Turney KC on a two-week inquiry concerning the redevelopment of the Aylesham Centre, Peckham.
  • Acting as junior counsel to Leon Glenister for the successful parents in an Upper Tribunal SEND case concerning an “extended day curriculum”.
  • Acting for the Claimant in a section 288 TCPA 1990 planning statutory review challenging a decision of the Welsh Ministers reached following a six-day inquiry.
  • Acting as counsel to the Manston Inquiry, led by Miranda Butler.
  • Acting as junior counsel to Odette Chalaby for the Appellant in an upcoming five day solar farm inquiry in Surrey.
  • Advising the Royal Borough of Greenwich on a School Admissions Code 2021 matter.
  • Acting for a Claimant in Part 7 declaration proceedings concerning a beneficial interest in residential property.
  • Acting for landlords at possession hearings, including in claims involving rent arrears and trespassers.

During pupillage, Louise was supervised by Matthew Fraser, James Hanham, Miranda Butler, Leon Glenister and Andrew Byass. Some notable matters she assisted with as a pupil include the following:

  • A judicial review claim brought by a member of the Windrush generation, Winston Knight, which resulted in his recent return to the UK following his unlawful deportation to Jamaica 12 years ago. Reported in The Guardian here.
  • A four-week public inquiry concerning an application for planning permission for Marlow Film Studios, a major new film studio development in the Green Belt.
  • Grounds of appeal to the Supreme Court in a case concerning the scope of the review duty under section 202 of the Housing Act 1996.
  • Freeholders’ judicial review challenge to the Leasehold and Freehold Reform Act 2024.
  • A judicial review challenge to a negative reasonable grounds decision on behalf of a victim of trafficking.
  • Advising a major public body on transgender rights and the impact of the For Women Scotland Supreme Court decision.
  • A section 174 TCPA 1990 planning enforcement appeal hearing.
  • Advising the Northern Ireland Environment Agency on a water discharge consents matter.

Before commencing pupillage, Louise worked:

  • As parliamentary and policy assistant at the British Institute of Human Rights, focusing particularly on the Bill of Rights Bill and the Illegal Migration Bill.
  • As a data protection consultant at Pembroke Privacy, assisting international organisations with Irish, EU and UK data protection law compliance.
  • As The Bonavero Institute of Human Rights’ fellow at the Bingham Centre for the Rule of Law.
  • As research officer and project coordinator at Oxford Pro Bono Publico.
  • As a podcaster for Oxford Human Rights Hub’s podcast “RightsUp”.
  • As an intern at Matheson and Arthur Cox, two leading commercial law firms in Dublin.

Louise studied Law at Trinity College Dublin and graduated second in her year. She spent her Erasmus year at Sciences Po, Paris, and speaks advanced French. Louise also has a BCL degree from Magdalen College, University of Oxford, and completed the bar course with distinction at the Inns of Court College of Advocacy.
