Public Law

Richard undertakes advisory work and litigation in the Administrative Court and in tribunals in a wide range of public law matters, including in particular central & local government, civil liberties, freedom of information, immigration, housing, mental health, prisons, public procurement, and social security.

Other recent/ongoing work includes:

  • Advising Capita on the application of the Crichel Down rules
  • Defending a best value challenge in respect of the MoD’s disposal of a large site
  • Advising Westminster City Council in relation to the compatibility of its private legislation regulating pedlars and street trading with EU law;
  • Advising the Attorney General of the Isle of Man and Tynwald in relation to the vires of loans made by the Government;
  • Advising on local government finance issues
  • Affinity Sutton: Representing a major registered social landlord in a challenge to housing improvement notices served under the Housing Act 2004;
  • Advising the Marine Management Organisation in relation to its licensing guidance and in relation to data sharing;
  • Regularly acting for claimants and the Secretary of State in immigration matters in the courts and tribunals;
  • Richard has also acted as legal adviser to educational appeal panels.
