Richard advises on all aspects of planning and compulsory purchase law and he appears regularly in inquiries, hearings and in the higher court in this area. In addition he appears in the Crown Court and Magistrates’ Court in planning enforcement matters. Richard also specialises in highways and rights of way issues.

Richard’s recent/ongoing work includes:

  • Croydon Whitgift Centre CPO: Acting for Croydon LBC to promote a major regeneration CPO at a 5 week inquiry
  • Winchester Silver Hill: Acting for Winchester City Council defending a judicial review challenge on public procurement grounds in respect of the decision to vary a development agreement
  • Oldfield v SSCLG: defending grant of planning permission for development of Margate (Court of Appeal)
  • Acting for Nottingham City Council in a multi-million pound CPO compensation claim
  • Acting for the Highways Agency in CPO compensation claim in respect of Bedford Bypass
  • Acting for Olympic Delivery Authority and Secretary of State for Culture Media and Sport in relation to compensation claims arising out of the London Olympic & Paralympic Games
  • Advising on neighbourhood plans
  • Advising on s.96A and s.73 applications for major development schemes
  • Advising in relation to the environmental and transport impacts of the proposed airport on the Isle of Grain (‘Boris Island’)
  • Rushden Lakes: acting for developer at 3 week inquiry for a major retail development
  • Acting for local planning authorities at enforcement and planning appeals
  • Acting for the Secretary of State for Communities and Local Government in High Court challenges relating to the application of the NPPF by his Inspectors
  • Acting for Ministry of Sound challenging residential development in the vicinity of the nightclub
  • Thames Tunnel: Acting for the Marine Management Organisation at the DCO hearings
  • Javelin Park EfW plant: Acting for Gloucestershire CC at 6 week planning inquiry
  • Advising the Marine Management Organisation in relation to the drawing up of the first Marine Plans.
  • Hinckley Point C: Acting for the Marine Management Organisation at the DCO hearings
  • Lewisham Gateway: Acting for the promoters of the Lewisham Gateway CPO
  • Maidenbrook Farm: Representing Tarker Ltd in a planning appeal against non-determination of an application for outline planning  permission for a 1300 dwelling development
  • Bristol International Airport: Representing North Somerset District Council in judicial review proceedings challenging the grant   of planning permission for a major expansion of Bristol Airport
