Richard has appeared at many CPO inquiries, both for acquiring authorities and objectors, concerning a broad range of schemes, most recently a proposal to acquire a substantial area for a new secondary school to the north east of Stevenage.

He often advises on compensation and valuation issues, including in the context of loss caused by undertakers’ works, compensation following the revocation of planning permission and the mining code.  He has also recently advised on the interpretation of CPOs, statutory conveyances, the acquisition of rights over land, exchange land certificates and the costs consequences of the withdrawal of a CPO.

He appeared for the successful acquiring authority in the recent significant Lands Tribunal case Potter v Hillingdon LBC [2010] JPL 1330, in which the President gave important guidance on the application of Spirerose v TfL.  He is currently advising on another site affected by the same CPO which raises similar issues.

Richard read Jurisprudence at Lincoln College Oxford, where he was an Exhibitioner and winner of the Winter Williams Law Essay Prize.
