Practice Summary

Galina specialises in public and administrative law, and also has a wide-ranging experience in property litigation. In February 2009, she was appointed to the Attorney General's 'C' Panel of Junior Counsel.  Prior to joining Landmark in 2003 Galina was in chambers in Bedford Row, and she has a broad experience in all areas of civil litigation, including costs matters.

Public Law

Galina has a broad public law practice representing both individuals and public bodies in various tribunals, the High Court and the Court of Appeal. Recent cases have covered diverse subjects including local government standards, public procurement and community care. 
 

Education

Galina is described in the 2012 edition of Chambers & Partners as commanding “huge respect” for her “great experience of representing individual, schools and local authorities in Special Educational Needs and Disability appeals.”  She is also recommended in Legal 500, where she is reported to be “approachable, with good knowledge of the law”.  Her work includes acting on behalf of Ofsted and other public bodies tasked with regulating those who work in education, and also representing those subject to that regulation.  Galina has extensive experience of judicial review claims in education matters. 

Immigration

Galina specialises in representing individuals subject to immigration control. She frequently appears in the First-Tier and Upper Tribunal, and has acted in a large number of judicial review challenges to decisions of the immigration authorities.  She has particular experience of civil claims for damages for unlawful detention.  Galina is recommended for her work in immigration law in both Chambers & Partners and Legal 500 as “a real brain-box who makes light work of her cases” and “incredibly gifted on her feet and popular with clients”. 

Rating

Galina regularly advises and appears on behalf of the Valuation Office Agency and individual ratepayers in the Valuation Tribunal for England, Upper Tribunal and the High Court.  

Property

Galina acts for a diverse range of clients, from social housing tenants to major property companies, in all areas of commercial and residential landlord and tenant.   She has particular expertise in claims under the Electronic Communications Code, in which she acts for both landowners and telecommunications operators.  She is recommended for property litigation in both Legal 500 and Chambers and Partners, where her strong reputation in telecoms matters is recognised.

QUALIFICATIONS

Galina studied Law with German Law at Magdalen College, Oxford, and the University of Konstanz, Germany. Galina is the joint editor with Ashley Underwood QC of Division D (Public Sector Tenancies) of Hill & Redman's Law of Landlord & Tenant.

The Home Office's Iraq Policy Bulletin 2/2006 para.4.5 was not intended to cover an asylum seeker whose claim was refused before February 2003 because it was not accepted that he came from the government-controlled area of Iraq, notwithstanding that after that date it was accepted or established that he did in fact come from that area.

An independent appeal panel made an error of law in not making a finding of fact on a particular issue that might have affected its view on whether permanent exclusion was an appropriate sanction for what it found that the excluded pupil had done.
