Leeds PAS appeals

Acting for Leeds City Council on a number of related appeals on sites safeguarded under their 2006 Local Plan and removed from the Green Belt as potential future housing sites. The key common issues were the application of the development plan and the effect of NPPF 49 if there was no housing land supply. There was considerable dispute as to the housing land supply, the parties being thousands of units apart on the question of deliverable supply. Site specific issues included character and appearance, highways, sustainability and drainage. There were four appeals ranging from 120 to 300 units, and in total 5 inquiry weeks.
