Mayor's spatial development strategy

Russell Harris QC is the Solicitor to Mayor of London, a position which involves close engagement with Mayoral team advising on all aspects of the London Plan.

The Greater London Authority Act 1999 places responsibility for strategic planning in London on the Mayor, and requires him to produce a Spatial Development Strategy for London.

'The London Plan' replaces existing strategic guidance (RPG3), and boroughs' local plans must be in 'general conformity' with it. The published London Plan has been approved by the Secretary of State. It is the first democratically sanctioned, statutory, strategic plan prepared for London for nearly three decades. The Plan will be regularly monitored and reviewed.
