Guy Williams acted for the Travelling Showpeople against decision of Surrey Heaths. The appeal succeeded on grounds that the Council was in breach of its duty to assess need, and that the strength of the need and the Council's failings in seeking to address it constituted very special circumstances sufficient to justify inappropriate development in the Green Belt.
