Police Custody Centre
The Council refused planning permission for a controversial custody centre remote from Reigate police station proposed on an industrial estate in Salfords. The police appealed. The critical issues were (1) employment land and employment land safeguarding policy PPS4; (2) the approach to public fears as to crime and anti-social behaviour and the evidence that may substantiate such fears as an amenity impact; and (3) character and appearance.
