Successful promotion of a Tesco superstore on the edge of the historic core of the City Carlisle. As well as retail, design, conservation and transportation issues, an essential issue was whether it could properly be described as edge of centre according to PPS 6. A definitive ruling achieved that it could be edge of centre despite the intervening obstacle of the city walls, levels and bridges.
