Instructed by the Dept of Justice, HK for the Commissioner of Rating and Valuation. Test case affecting the valuation of all development sites in Hong Kong. Many hundreds of outstanding appeals. Applying principles laid down by the Court of Final Appeal. Very complex use of experts (economists, corporate finance, developers). Decision awaited. Knock on effect on rating practices in UK.
