Graeme Keen promoted a scheme for the residential development on behalf of West Sussex County Council. The main issue at appeal involved detailed analysis and cross-examination on housing supply figures and the proper approach to the calculation of a five year supply, in the light of the revocation and then reinstatement of the Regional Spatial Strategy (the South East Plan).
Planning permission was granted in January 2011.
