This is a judicial review, brought by Fladgate Fielder solicitors in their own name, of a very large scale development by Land Securities in central London. It is the second such challenge, the first having been disposed of by agreement. The high court will be asked to provide ruling on the scope of reasons challenges to planning permissions and the interpretation of Westminster plan policy.
