An appeal by way of case stated by the County Council against the decision of a magistrates’ court to acquit the Defendant of certain charges under the New Roads and Street Works Act 1991 and the Defendant’s cross-appeal against the Court’s decision to convict the Defendant on other charges. The case concerned the meaning and interpretation of important enforcement provisions of the 1991 Act.
