The Court of Appeal held that a highway authority was entitled to obstruct a frontager’s vehicular means of access to the highway by exercising a power conferred by s.66 of the Highways Act 1980 (in respect of which compensation was payable). However, on the proper interpretation of the 1980 Act, the highway authority was not entitled to undertake that work under s.80 (in respect of which compensation would not have been payable).
