Neil has extensive experience in planning, compulsory purchase, parliamentary and environmental work.

Major public inquiries include 20 Fenchurch Street (“the Walkie Talkie Building”), the Smithfield General Market redevelopment, the English Partnerships Liverpool Pathfinder CPO, the Blackfriars Beetham Tower, the Wandsworth Ram Brewery towers, and Thameside Terminal.

Recent High Court  and Court of Appeal cases include Pascoe v. Secretary of State (challenge to Pathfinder CPO) and Morge v. Hampshire County Council (consideration of the Habitats and EIA Directives).

Neil also has extensive experience in energy related planning issues advising on;-

  • Drax Power on two 290 MW biomass generating stations at Drax and at Immingham.
  • W48 on its proposed vegetable oil Weymouth Plant (at the planning application and judicial review stages), and on its Avonmouth Plant.
  • Two CCGT (900 MW) generating plants.
  • Depleted field gas storage (Scottish Power) and gas cavity salt storage (Eon)
  • An application to the IPC for consent for electrical connections to a 900 MW generating station (Intergen).
